Neighborhood Revitalization Program

Program Objective

The Neighborhood Revitalization Program is intended to promote revitalization within Neosho County, Kansas through the rehabilitation, conservation, or redevelopment of the designated area while offering property tax rebates to owners who complete certain improvements or renovations of their property. There must be a minimum investment of $7,500 and must also reflect a $7,500 increase in value on residential or commercial properties to receive a tax rebate.

Disaster Relief Program

Program Objective

The Disaster Relief program is part of the Kansas Statute K.S.A. 2013 Supp. 79-1613 as amended by HB2057 & by SB318 (2022) and offers tax relief on properties (homestead or building or improvement to include commercial and agricultural structures) that have been destroyed or substantially destroyed due to an earthquake, flood, tornado, fire, storm, or any other destructive event which the Kansas governor has declared a disaster and having 50% or more damage to the structure.

Kansas Personal Property Statute's (K.S.A. 79-101, 79-102, 79-301, 79-303)

Kansas law states that all real property and personal property in this state, not expressly exempt, is subject to taxation. All tangible personal property owned as of January 1st must be listed in the name of the owner, with the county appraiser each year for taxation purposes. The statutory definition of personal property is "... every tangible which is the subject of ownership, not forming part or parcel of real property"

Section 9, amending K.S.A. 79-306 - Personal Property

Per new legislation, Section 9 provides that if an initial statement listing tangible personal property (Personal Property Rendition) has been filed with the county appraiser, future filings would only be required when there has been a change to report. Examples of necessary reporting changes are: new purchase of personal property, sale/disposal of personal property, relocation, etc.

Tax year 2025 was the last “yearly” rendition mailed to taxpayers.

PERMITS FOR PROPERTY CHANGES

PERMITS MAY BE OFFICIAL, HAVING BEEN ISSUED BY A GOVERNING ENTITY or UNOFFICIAL, HAVING BEEN LISTED WITH THE APPRAISER VIA OTHER REPORTING METHODS.

THE NEOSHO COUNTY APPRAISER’S OFFICE STAFF WILL PERIODICALLY STOP TO CHECK ON THE STATUS OF ANY PERMIT LISTED IN OUR SYSTEM THAT INDICATES SOME CHANGES ARE BEING MADE TO A PROPERTY.   THE PERMIT MAY HAVE BEEN ISSUED BY THE TAXPAYERS CITY, NEOSHO COUNTY, OR ACTIVITY MAY HAVE BEEN NOTICED DURING A REGULAR DRIVE-BY, OR NEIGHBOR CALL-IN, OR MAY HAVE BEEN SELF-REPORTED.

IF THE PERMIT INDICATES EXTERIOR CHANGES, AND THE APPRAISER’S OFFICE STAFF CAN SEE THAT THE CHANGES ARE COMPLETED, PHOTOS WILL BE TAKEN ALONG WITH NEW MEASUREMENTS (if necessary), AND THE PERMIT WILL BE CLOSED OUT.  ADJUSTMENTS MAY BE MADE DEPENDING ON THE CHANGES BEING MADE.

IF THE PERMIT INDICATES INTERIOR CHANGES THAT CANNOT BE CONFIRMED BY THE APPRAISER, IT IS IMPORTANT TO CONTACT THE APPRAISER’S OFFICE TO LET THEM KNOW IF UPDATES/ADDITIONS/CHANGES ARE COMPLETED OR HAVE BEEN CANCELLED. *IT IS GENERALLY ASSUMED THAT MOST UPDATES ARE FINISHED WITHIN A YEAR OF THE ISSUING OF A PERMIT AND ADJUSTMENTS MAY BE APPLIED WITHOUT CONFIRMATION IN SOME INSTANCES WHEN NO CONTACT CAN BE ACHIEVED.

IN ALL INSTANCES, IF OUR STAFF ENTERS ONTO YOUR PROPERTY AND CONTACT CANNOT BE MADE, A FLYER WILL BE LEFT INDICATING WHY WE STOPPED.
